The FAA minimum training time requirement for the instrument rating is 40 hours and you can start logging that time once you have earned your private pilot certificate. Once you have earned your instrument rating you will be able to fly in the clouds and in visibility which is less than that required for VFR . This will enable you to expand the use of your pilot certificate for all the reasons you learned to fly in the first place.
